As the Lead Technical Program Manager for Silicon Design Services and Strategic Extended Workforce, you will drive the end-to-end technical engagement, program management, and operational execution of our multi-vendor design services ecosystem. You will lead cross-functional programs spanning external partner selection (RFI/RFP), technical scoping, Statement of Work (SOW) drafting, and day-to-day execution across multiple development functions such as: Physical Design, Design for Test, Verification, and Silicon Engineering (SiEng/NPI). You will serve as the critical technical bridge between our internal silicon design/architecture teams and external design partners, ensuring execution velocity, first-pass silicon quality, IP security, and commercial alignment.
Responsibilities
Lead end-to-end program lifecycles for external design services from scoping, RFP, and SOW finalization through tapeout and production ramp.
Establish multi-tiered vendor governance frameworks and drive critical technical, budgetary, and schedule tradeoff discussions between internal and external leadership.
Partner with our execution owners and vendors to align milestone deliverables, sign-off criteria, and dependency tracking for advanced node SoCs.
Deploy secure Cloud CAD development environments and manage outsourced silicon NPI, including ATE test development and OSAT manufacturing handoffs.
Define Key Performance Indicators (KPIs) and Service-Level Agreements (SLAs) to track milestone adherence, pro-actively mitigate critical-path program risks, and govern strategic commercial agreement terms.
Requirements:
Minimum qualifications:
Bachelor's degree in a technical field, or equivalent practical experience.
8 years of experience in technical program management, project management, or silicon engineering leadership.
Experience with the modern ASIC/SoC development lifecycle, including RTL design, verification (UVM/VIP), physical design (P&R/STA), DFT, and packaging.

As a Project Manager, you will support multiple ASIC development programs by coordinating execution, tracking deliverables, and enabling collaboration across engineering teams. You will strengthen operational excellence through AI-based automation and tracking solutions. Your work will help teams identify risks and dependencies early, maintain alignment, and deliver programs successfully.

Support Program Managers throughout each phase of ASIC program execution.
Track milestones, action items, dependencies, risks, deliverables, status reports, dashboards, and execution metrics across multiple projects.
Coordinate activities among ASIC, Software, and Business Operations teams, including global stakeholders.
Drive follow-up and accountability to ensure project actions are completed on time.
Develop AI-powered tracking tools and automation solutions that improve project visibility, streamline processes, and strengthen program management methodologies.
Collaborate with engineering and operations teams to maintain alignment and support successful program delivery.
Requirements:
Bachelor's degree in Industrial Engineering, Engineering Management, Computer Science, or a related field.
3+ years of experience in project management, PMO, program coordination, or a similar role, including experience with project management and reporting tools.
Experience developing or working with AI agents, AI automation tools, or AI-powered productivity solutions.
Demonstrated stakeholder management and communication experience across cross-functional teams.
Demonstrated ability to organize complex work, learn quickly, and drive execution with ownership and accountability.

Key Responsibilities

Design Ownership & Implementation
Own the journey from high-level definition through micro-architecture, coding, and debug to backend implementation support.

Serve as the point of contact for your logic blocks, interacting with Architecture, Verification, and Backend teams.

Quality Assurance & Design Optimization

Apply design techniques to meet PPA (Power, Performance, Area) targets.
Contribute to design quality through verification and validation activities.

Methodology Innovation & Collaboration

Leverage AI assistance tools and contribute to in-house automation development to make engineering workflows faster and smarter.
Collaborate effectively across teams to ensure seamless integration.
Requirements:
Basic Qualifications
Bachelor's degree in Electrical Engineering or related technical field.
5+ years of experience in logic design at semiconductor companies.
Knowledge and experience in Verilog and/or SystemVerilog.
Excellent communication skills with ability to work effectively across teams.
Understanding of digital design principles and RTL coding best practices.

Preferred Qualifications
Master's degree in Electrical Engineering or related field.
Knowledge of DDR and PCIe protocols and implementation.
Understanding of power management techniques for low-power design.
Familiarity with Clock Domain Crossing, simulation, debugging, synthesis, and timing analysis.
Proficiency in scripting languages such as Python or Perl.
Experience with high-speed serial interface designs or connectivity protocols.
