דרישות:
תנאי סף:
א. השכלה:
בעל תואר אקדמי שנרכש במוסד המוכר על ידי המועצה להשכלה גבוהה או שקיבל הכרה מהמחלקה להערכת תארים אקדמיים בחוץ לארץ. יתרון לתואר אקדמי כאמור באחד או יותר מהתחומים הבאים: גיאוגרפיה, תכנון ערים, אדריכלות, כלכלה, ראיית חשבון, מינהל עסקים, הנדסת תעשיה וניהול, משפטים, מדעי המדינה, פוליטיקה וממשל, עבודה סוציאלית.
או
הנדסאי או טכנאי רשום בהתאם לסעיף 39 לחוק ההנדסאים והטכנאים המוסמכים, תשע"ג-2012.
או
בעל תעודת סמיכות לרבנות ("יורה יורה") לפי אישור הרבנות הראשית לישראל
או
בעל אישור לימודים בתוכנית מלאה בישיבה גבוהה או בכולל, שש שנים לפחות אחרי גיל 18, ומעבר שלוש בחינות לפחות מתוך מכלול הבחינות שמקיימת הרבנות הראשית לישראל (שתיים משלוש הבחינות יהיו בדיני שבת ודיני איסור והיתר).
ב.ניסיון מקצועי:
עבור בעל תואר אקדמי או השכלה תורנית כמוגדר לעיל- חמש שנות ניסיון מקצועי באחד או יותר מהתחומים הבאים: ניהול פרוייקטים בתחום התכנון והבניה, ניהול כללי, ניהול פרוייקטים בהיקפים גדולים, ניהול כ"א ומשאבי אנוש, ניהול נושאים מוניציפליים, הובלת תהליכים אסטרטגיים מתוכן 3 שנות ניסיון בתחום התכנון והבניה, בעשר השנים שקדמו למועד פרסום המכרז. עבור בעל תואר אקדמי באדריכלות או תכנון ערים, לא תידרש תקופת הניסיון בתחום התכנון והבניה.
עבור הנדסאי רשום שש שנות ניסיון כאמור. מתוכן 4 שנות ניסיון בתחום התכנון והבניה בעשר השנים שקדמו למועד פרסום המכרז.
עבור טכנאי רשום שבע שנות ניסיון כאמור. מתוכן 5 שנות ניסיון בתחום התכנון והבניה בעשר השנים שקדו למועד פרסום המכרז.
ג. ניסיון ניהולי:
3 שנות ניסיון לפחות בניהול צוות עובדים בכפיפות ישירה.
מאפייני העשייה הייחודיים בתפקיד:
ייצוגיות.
שירותיות.
יכולת הובלת עובדים ותהליכים רוחביים ומורכבים.
השתלבות בעבודה האגפים המקצועיים ברשות המקומית (תכנון, רישוי, רווחה וכו').
עבודה מול בעלי עניין מגוונים (עובדי הרשות המקומית, יזמים, בעלי נכסים, תושבים).
עבודה בשעות לא שגרתיות (כנסי תושבים וכו'). המשרה מיועדת לנשים ולגברים כאחד.
